California Insurance Code and Ethics course
Since January 1, 2026, the 12-hour Ethics and California Insurance Code course is the only prelicensing education California requires for an insurance producer license, whether for life and health or property and casualty. You take it once, from a Department-approved provider, and finish it before your license is issued.

Who needs the 12-hour course
Everyone applying for a California insurance producer license: life-only, accident and health or sickness, property, casualty, personal lines, commercial lines and limited lines automobile. Assembly Bill 943 removed the 20 hours of prelicensing education California used to require for each line, and kept this course.
A professional designation such as the CLU or CPCU doesn't replace it, and neither does a non-resident California license: those applicants still complete the 12 hours.
When to take it
You don't need the course to schedule or sit the licensing exam, but it must be finished before your license is issued. Take it alongside your exam prep and it's done by the time you pass.
You take it once, even if you apply for more than one license, and your certificate of completion is valid for three years.
What the course covers
The course follows the Department of Insurance's outline for the 12 hours of study on ethics and the California Insurance Code, in three chapters: basic insurance concepts and principles, the insurance marketplace, and the fraud training the Department requires.
Every chapter ends with review questions, 116+ in all, and a 25-question practice final lets you check what you've learned before you finish.
How you get credit
California counts study time, so the course keeps track of yours as you read and practice. It counts up to eight hours a day, and signs you out after 20 minutes without activity.
Your dashboard lists each step to your license. When you finish, you confirm the personal details the Department needs to record your completion and sign the student affidavit. Achievable then reports your completion to the Department of Insurance and gives you your certificate.
Then pass your license exam
